You have very similar problem as I do... actually did, I solved it.
I was also taking Nasalcrom in combination with Chlorotrimeton. Then after the pollen season was through, I stopped taking Nasalcrom, but continued with Chlorotrimeton. This one on its own didn’t work...so this was my problem.
I also went to the doctor and he told me that perhaps my allergy got worse, but this wasn’t the case with me, but maybe this is your problem...allergy increase.
