Hey, I'm 16 years old and have always been troubled by the fact that some how I have a extensive connection from where it looks like my forskin has been cut and as if it has over time fused with the knob of my penis. It is really very difficult to explain but you can lift it and see underneath it. I have not yet sussed it out with a medically qualified person but i was wondering what is the chance of it getting removed, it seems it would be similar to getting the foreskin cut again to completely remove the now fused skin but i assume this would be a costly performance. Could someone please give an idea of who i would need to see (GP, specialist) and how much the procedure would cost. I am a dude from african decent and I am lucky enough to be gifted with a on the large size penis (just under 10 inches) but this has always kept me insecure about letting my girlfriend see my penis in a well lit area.

Definitely see a specialist, a urologist. This is their area of expertise.
They can tell you the best means of addressing your issue. Possibly this is even something you could outgrow. In some men the glans is still attached at around 16 and is separating. It is not as common as a tight foreskin (I know, not in your case) but it does happen.

It sounds to me like you are talking about a "skin bridge" which sometimes happens after a circumcision. The healing skin attaches itself to the glans as it heals. As medic-dan says, see a urologist. If it's just a small attachment, it's not much of a problem so it shouldn't be expensive to fix.
Thanks for all the info, well eventually once i get the balls to ask my dad to take me I will try and get it sorted out. The thing is it doesnt effect any of the functions that happen down there at all. Im scared they doc will say "if theres nothing wrong we should not operate" but I hope it all goes well. I'll keep all you posted.
