After oral sex, noticed several small cuts below the head of my penis. I'm not circumsticed so wonder if they will heal with no air getting to them. Very sore so wondered if they will heal on their own or whether I need medication.

The cuts will certainly heal but it would be best if you refrained from any sexual act including masturbation. It is not likely that oral sex alone would cause cuts. Cuts usually appear because of very dry skin, eczema, yeast infection or dry intercourse.
If your penis is dry, see if you could get a water based lubricants and apply it onto the penile skin to keep it moist. If the cuts persist and you develop additional symptoms like redness, flakiness and alike, you may want to see a dermatologist or urologist and see if it is an allergic reaction to a detergent (or whatever) or yeast infection. Allergy is treated by avoiding the irritant and yeast infection is treated by anti-fungal meds that could be purchased otc.
