Lately I noticed slightly irritating skin problem on my underlip. I used some antibiotic to get rid off it but it returned pretty soon. Actually it’s only a part of my under lip, and it looks chapped. Few weeks later I noticed the same problem on my foreskin. I found some irritating chapped parts which are very dry and flaking. Could it be a form of herpes?
It could be a result of change of some hygienic preparation. Try to use a bit of hand lotion under the foreskin to see if that will help. I don't think it is anything to be worried about. If you wasn’t sexually active, that cannot be STD.
It sounds as though you may have a yeast infection.
