It sounds as though you have never done the stretching exercises that many teens do to widen the foreskin by tissue expansion to make it retract easily.
Almost all boys are born with a foreskin that does not retract. This is normal. It takes years for the ability to retract to develop. About ½ of boys have a retractable foreskin by 10.4 years of age. Many adolescents still have foreskins that have tips that are too narrow to pass back over the penis head. These foreskins may be gently stretched over a period of time to cause them to widen.
It is normal for teens to have a foreskin that does not retract. One’s foreskin is still developing. One can help it develop by stretching it.
When your penis is erect, gently pull your foreskin back against the head of the penis. As the head attempts to pass through the foreskin it will stretch the skin a little. Do this every day and in a few weeks or months your foreskin will widen and you will be able to retract your foreskin. Do NOT force retraction. Do NOT cause yourself pain.
It works by tissue expansion. Stretching skin induces “mitosis” which is a word that means “division of cells”. New skin cells are formed and the skin expands but it takes some time. The increase in size is permanent. Be patient and give mitosis time to work.
The important thing is to put the skin under tension every day so that it will grow wider.

It is never necessary to be circumcised. Non-retractile foreskin is not a reason to get a circumcision. Circumcision is a very destructive, damaging, and harmful operation. Furthermore, it is an ELECTIVE operation that in only done with the consent of the patient.

Hi Imgivinup:
Having the foreskin cut usually is not a good idea.
Adult circumcision is a surgical operation to injure the penis and reduce its size and sensation by cutting off the nerve-laden sexually sensitive foreskin. Adult circumcision is usually performed with a general anesthetic however local anesthetic may be used. Like all surgical operations, it has risks of hemorrhage, infection, and surgical mishap. Loss of the penis has been known to occur. Death has been known to occur.
The foreskin is a complex double-layered structure composed of smooth muscle fiber, skin, mucosa, nerves, arteries, and veins. It is natural, normal, healthy, and its possession contributes to a sense of well-being. The foreskin has protective, sensory, sexual, and immunological functions. It is loaded with nerves and is the site of most of the penile sensation. The foreskin is a “specific erogenous zone.” The foreskin is essential for normal intercourse. Foreskin provides the additional skin needed to allow for penile expansion during erection. Amputation of the foreskin, which is an integral and important part of the penis has very significant adverse sexual and emotional effects.
Circumcision is an injurious, damaging, destructive, and harmful surgical operation that cuts through nerves and blood vessels that feed blood to the penis. The operation is irreversible. You will have the rest of your life to mourn your loss of your erogenous foreskin.
The foreskin is filled with nerves that make it the most sensitive part of the human body, therefore, cutting into it is very painful.
It takes about six weeks to recover from an adult circumcision. But you will never fully regain the lost protection, sexual function, sensation, and sexual pleasure, even if you restore your foreskin.
Some diabetic men have a lot of trouble with yeast infections due to sugar in the urine, so if that develops your friend may be helped by circumcision.
The splits and tears in his foreskin indicates that he has not stretched his foreskin on a regular basis. Age 47 seem a bit late to start. Usually one does this in the teen years.
When his penis is erect, he should gently pull his foreskin back against the head of the penis. As the head attempts to pass through the foreskin it will stretch the skin a little. If he does this every day, then in a few weeks or months his foreskin will widen and he will be able to retract your foreskin. He should not force retraction. He should not cause himself pain.

I just experienced this issue and found very little help about it on the internet. I'm sure there are many causes with similar symptoms, but as weird as it sounds, the issue may be as simple as a yeast infection.
You usually don't hear about men getting yeast infections, but from what my doctor told me, it's more common than you'd think. In my case, it caused painful, small tears whenever my foreskin stretched, whether from sex or from just pulling it back to urinate. I'd let it heal the best I could, but it would always rip again and sometimes itch.
Mine was caused by some new medication I was taking that changed my urine, despite the fact I clean well and shower often, so I was prescribed a medication usually given to women for bad yeast infections. My doctor also said that some over-the-counter treatments can help prevent re-infecitons or even treat new infections.
I would suggest going and seeing a doctor. I suffered for months trying to figure it out. Within a day of going to the doctor, I started feeling better.
Good luck.

While circumcision may have been satisfactory for you, it is not for many because it is very destructive and injurious.

Coconut Oil! (Organic Extra Virgin Coconut Oil if you can find it!) I had this problem and what finally worked for me was pulling off any dry skin/scabs and rubbing coconut oil inside and out. After one day I was nearly healed and a day later sex was painless. I continue to use it now and it works FAST!
If anyone else gets small vertical micro tears around the foreskin I can't recommend this enough! Evidently coconut oil promotes healing and keeps the skin elastic! I found this by accident hoping it would stop the tears from closing and tightening up and it DOES work.
Best of luck to you all.
