The white water stuff coming out is preseminal fluid, the thicker part of it if any is actually sperm. Everything is normal so don't worry.

It is possible to ejaculate without orgasm, but it doesn't happen often. My suggestion is don't rush your body, at 13 your very close to becoming fully developed and there's no need to rush.
Also from what you described it does sound like sperm, as far as knowing when your going to ejaculate, your body will uncontrollably start either shooting or pumping, and it will be a small amount like 1-3 tablespoons, in some cases more.

You'll know because your body will have a very pleasant and overwhelming feeling that is described different by different people but trust me its unmistakable.
Don't worry, when I was your age my penis was still fairly small, you've still got plenty of growing time left. How big are you anyway? And you get an overwhelming feeling when you are about to ejaculate, difficult to describe but you will know when it hits you!
at 13 you shouldnt care about penis size. at 13 I had 4 inches hard now at 17 its 7.5 inches hard
