No. It is not normal.
See your doctor. They can run tests to check your hormone levels. Sometimes your body needs "help" getting things started.
Usually puberty in a male should start no later than by about age 15.
Don't delay seeing your doctor!

Same here.. I am 19 my balls haven't dropped yet I think. I am only anywhere 1.5 to 2.5 soft and 4 in if I'm lucky, and the girth is not much bigger then a small child's. I have pubic hair plenty and some under my arm. I am concerned what should I do??
