There is no way to speed up the process or make it bigger.
It will happen when your body is ready and when you reach that point in puberty.
From what you said in your post you are developing just as you should be so your probably not that far away from it happening.
The average size for your age is 3 to 4 inches so there is a good chance you are not as small as you feel you are compared to other guys your age.
