Even in fully grown women, breasts are not identical, though it's rarely noticeable. Your body changes are only just starting, so where it decides to change first is pretty much down to it. If you really do feel embarassed by this or concerned, and you don't want to ask your mother, ask to speak to a nurse at school or your local hospital, or a lady pharmacist in a chemist / pharmacy.
