im 18 years old and I haven't hit puberty some leg hair hardly any arm hair I have some arm pit hair and I have Punic hair it's just my penis hasn't grown at all nor my balls and I don't have any facial hair what do I do

It sounds as if you have hit puberty.
Can you ejaculate? If so, you have.
How big is your penis? Average for an adult male is 5.1" erect. Flaccid size varies considerably. It can grow into your early 20's too.
Not all guys are very hairy and MANY get hairy later in there 20's. We all develop at different rates/times.
See your doctor for an exam if you are in doubt.
