Itchy Scrotum for last couple of months

I'm 17 and not sexually active. For the past couple of months, my scrotum has been itching on and off. At first it was no big deal, but lately it has been so unbearable to a point where it's interfering with my sleep. The itching isn't always there, but almost every other day, it would itch and i would find dry patches of skin on my scrotum, located mainly near the middle underside of my scrotum. After I have scratched/peeled off the dry skin, it would still itch and if I continue to scratch, but then my entire scrotum would turn red and have little red bumps and 1 or 2 penny sized bumps near my testicles. I've tried putting lotion on and it doesn't help and the shampoo I use is mild.
