Over the past year or so i have been getting (on and off) really itchy testicles. I have noticed that the pubic hair looks thicker than normal and looks a bit like its coated in a white coating. I only and have had 1 sexual partner and i normally shave my pubic hair. No smell or anything else is apparent, but its so itchy i just want it to stop! im 20y.o btw.

It is possible that you have a yeast infection. Yes, you can get them there too.
It could also be from your shaving, a form of dermatitis.
Best option, let a doctor see it.
