I can think of two things. One of them is a part of normal testicle anatomy and another is a cyst. There is a tube that normally lies on the testicle inside of the scrotum. This tube is lumpy because it is very long and curled up. Its function is to store sperm before it is ejaculated. You could be feeling one of its lumps, many men do from time to time.

Oh, I forgot that the tube is called epididymis, you may have heard of it. A cyst may form on epididymis. It usually appears on top of it and most commonly in older men, but not necessarily. The cyst is harmless, it doesn’t cause any trouble and it is filled with some milky liquid and dead sperm cells. It can be removed if it becomes way too big or annoying but otherwise it is left alone.

To know for sure what it is, a normal structure, a cyst or something else, you need to see an urologist and have it checked!
