If his penis was dry, there was no pre-cum or ejaculate on it and only just touched it then you probably are not going to get pregnant. If there was pre-cum or especially if there was ejaculate, then you have a chance of getting pregnant.
The same thing applies if you touched yourself after the hand job.
You can not get pregnant from oral sex, even if you did swallow.
