Oily greyish layer on scrotum

Hi,Iam 24 ,male,85kgs 179cm hight,I got a skin problem since I was 18 or 19,the problem is on scrotum skin,every day there is will be peeling of skin,when I removed the brief/boxer there is a waxy/oily coating on scrotum when rubbed or scratched with nail it will come out,it is greyish in color,even if we removed after scratching on it will appear again,there is not much itching problem,It is slightly odoured ,when sweated the amount of that greyish thing is large and also there is a blackish or grey coloured patch on the both side of the thighs.The other thing is the hair on scrotem can be easily removed by pinching it by hand.....Recently the black color is also seemed under my both arms as well.pls help me...
