The frenulum is at the bottom of the head, not near the top. Please do research before you comment
They arnt talking about that, everyone has that, they are talking about extra skin that's connecting the head and the shaft, not the thing in the back of the penis head....
I had the same thing and the correct answer is as another post stated: it is due to lack of proper care during the healing process after circumcision and the foreskin attaching to the sensitive skin (undeveloped) of the head in an effort to heal.
I simply cut mine several years ago with some scissors after sterilizing them. After, i would use peroxide a few times a day to keep the area clean and wrap it up w toilet tissue and then a bandage to keep from accisental pain upon walking and rubbing.
However, talk to your doctor; they can refer you to a specialist that can so the "snip" in a sterile and antibiotic providing environment.

My son is 6 when he was a year old the doctor pulled back the the skin himself then applied neosporin. Today I noticed the skin was reattached so I pulled the skin back and he did complain about it hurting but it was really quick and I applied neosporin. The skin can be snapped back according to his doctor and then you just have to take e tea care by applying an ointment daily and pulling the skin back when bathing. Hope this helps. It’s from not pulling the skin back during the healing stage of circumcision and from not cleaning it properly.
You can actually damage the sensitivity of the glands by forcing it back like that when its attached because of the thicker scar tissue that will form in that area.
The boys on here are talking about there foreskin still being attached to the glands in places so they wouldn't be circumsised anyway, not sure what your on about not pulling the skin back during the healing stage of circumcision unless you mean partial circumcision.
