That thing that is attached to ur foreskin is called a Frenulum and it is supposed to be there for uncircumcised men.
It's not paraphimosis. He said he can either retract or unretract the foreskin fully and easily, even with an erection. The only problem here is hypersensitivity of the penis head.

I know this thread has been going on for a while now, but I still have to express my feelings of gratitude to the people who wrote in with experienced advice, I too experience hypersensitivity when I pull my foreskin back and now that I know I am not alone, I can focus on pulling the skin back to loosen it up a bit. There is however one question I have, when having sex does the foreskin repeatedly move over the head of the penis or does it retract and stay in the position until you pull out?
hey, i did the same thing to mine, except when the foreskin is all the way back, and i want to have a full hard erection, there is a little tissue/piece of skin on the bottom that keeps my penis from contracting fully. I have problem in retracting my foreskin for quite sometime. It is painful and very difficult to retract in during erection. Recently, my GP while examining me, forcibly pushed my foreskin back and this was very traumatic. He adviced me to repeat this regularly. Does anyone has such a experience ?

Okay so all I need to do is keep pulling it, that doesn't seem right. I'm 18 in February and can only pull it back when not errect but when I am I can only get it as far as the bottom of the head. All of this is just a matter of your young and haven't been pulling the skin back, its tight I can tell you, its simply a matter of gently and regularly pulling the skin back until it stretches more and more over time, for a long time I had trouble getting it all the way back, and if I recall once I did bleed just a little, that scared me big time. Now that I'm older it pulls back no problem, it has for years.
