Red dots on Foreskin and Head of penis

Hi, I am 20 almost 21 years old and sexually active with the same partner of almost 2 years. December of 2010 is when these bumps first occured, I did see a doctor (not a specialist) and he said it was an irritation or rash of somesort, He gave me some medicine (Monistat) which eventually they went away after a week or so. The other day I noticed It was a little itchy down there and took a look, when i noticed they were back. I have slight irritation and little bit of itch but nothing to severe. The bumps are very small red dots (almost look like pores?) on my foreskin (uncircumcised) and head. What could this possibly be? I have always had protected sex unless I knew for a fact the girl had been tested for STD's and was clean. I am sick at the moment and have been taking over the counter cough medicines. My girlfriend is also sick and had antibiotics prescribed to her by a doctor. We did have intercourse while she was on the antibiotics but they didn't appear till two days after we had intercourse.
