Tonight I woke up and I checked my penis(to see if foreskin retracted fully)and it didn't, so I pulled it back gently and it was retracting but, then when I tried to finish the retraction I noticed a bit of my foreskin was attached to my bell end. Is this a problem?

No I haven't been able to fully retract my foreskin but last night if think I might have been able to, then when you replied I didn't know what a skin bridge was but now I do and I think I have a skin bridge going from my foreskin to my bell end. Because of this skin bridge I don't think I can fully retract my foreskin. What should I do?

Skin bridges should separate as you get older. Don't force it, just keep doing what you are doing with retracting your foreskin and masturbation.
This is common early in puberty.
