I just turned 13 and I'm really concerned about my penis. I am not circumcised and whenever I try to pull my Forskin down it goes down but not all the way. Something is attached to my forskin from my penis. I researched it and heard about philomeses or something like that but I do not think that's the case. It is attached from the side of my Forskin to the very tip of my penis exactly below where the urine comes out from. When I look at my penis I see a line coming from my scrotum up to the head of my penis. If I were to follow the line then it leads to exactly where the skin is attached to my penis. I'm really scared and to embarrassed to tell anyone. Is this normal and how can make it go away? Please help ( it's literally attached to my penis. Someone please please help)

Look up "frenulum." I think that's what you are referring too. It's NORMAL. That line you see, from the scrotum up your penis, is also NORMAL. It is part of the perineal raphe.
It's normal for your foreskin not to want to retract all the way at your age. It should, by about 16 or so.
