Where does it accumulate? You have to have some area that's still covered with skin for that to happen.

Just because someone has been circumcised it does not mean that the entire foreskin has been removed. It depends upon what method was used. In many cases the base of the glans is still covered by the foreskin, maybe not by much, when not erect.
