Well, it sounds to me like a kind of fungal or yeast infection. Do you have any visual symptoms like small bumps on your scrotum or some kind of lumps beneath the scrotum skin? Constant itching could be also an ingrown hair symptom, but it sounds more like a fungal or yeast infection.
Did you have any sexual relationship a short before you noticed the itching?
Do you have a steady sexual relationship?
Of course, visiting of public toilets is not recommended, except you have an urgent need ... So this "closing of toilet seat" could be the reason you caught a fungal infection. To determine what sort of fungi you have, you should visit the right doctor (dermatologist) which could determinate exactly what kind of fungi you have.
I just cannot connect your case with any other disorder or disease related to tactical, because it seems that you have no other symptoms except this scrotum itching.

I have been having a sexual relationship with my girlfirend for the past 8months.We have hardly used condoms when we have sex.For the past 2 months my testicle started itching and when i go to sleep at night they itch alot and am unable to sleep becaue of that.Please help me and give me some advice.

It's as if it in the sweat glands or such.
What to do to cure it... life without biological issues....can we imagine this...
I have a hard time now but we all know it's mostly mind over matter...

K, Hydro cortizone even being at 2% helps lots and almost gone...
Sorry, I ment 0.5%. I used 2% before and for some reason the over the shelf at 0.5% works better??? All gone now....as if it was never there.
I have had a similar problem for quite awhile now. Both derm and urology doctors only seem to have a set number of stereotypical responses which often have nothing to do with one's individual case. And the internet searches are even worse. 20 yrs ago, I had chlamydia, treated it with antibiotics, then had this itch and a diagnosis of epididymitis for years. Finally i was caught short and had to use a porta-toilet in the dark, and sat down wrong and injured myself slightly (I sat down on my testicles; I'm old). Itching inside the scrotum started up again, antibiotics only helped a little, and after an ultrasound I find I have, amongst other things, a hydrocele and scarring and calcification on the epididymis which will require surgery. Inadequate replies of docs on the internet make them worse than useless, go to a professional and get it taken care of. Now if I can only not sneeze or cough for a month after the surgery.
