No. The temptation would be to great to adopt the puppy. Which is what they want, and is understandable, but they're appealing to the instant reaction of your heart. It can't be a spur-of-the-moment thing, especially for the dog's best interest.

We are not in adoption mode right now. It would just be a neat twist on the whole balloons and chocolate thing. I think our SPCA is very very strict on who/how they adopt.

The SPCA person brings balloons and chocolate as a gift and a VISIT from a puppy. The puppy gets petted and socialized but returns back--all for a donation to the local SPCA.
You are not adopting a pet as a surprise--it's just a "visit". Like to someone in a nursing home that can't have dogs, but a visit from a puppy for a few minutes.

Presented that way, it sounds better. It is pub for the SPCA, it will get media attention, again more pub. And puppies do need to be socialized (though I prefer they become capitalists).
