ı had the same issue last year, the solution: keep it clean clean clean.
the main reason about this issue is cleanless.
you should shave it properly(every 3 weeks)
and try to keep it dry and CLEAN

Almost every man gets them whether they are aware of it or not. They can act like cystic pimples people sometimes get, and if they become painful they can be removed by a doctor easily. Squeezing them should be avoided it causes them to become irritated and open to bacteria from all of the lovely things that happen down there (sweat, urine, fecal bacteria) you could also transfer bacteria from your fingernails or hands to the area which could cause a staph like infection. Shaving is not generally a good idea because it too can irritate the area, increase itching, or cause ingrown hairs. The razor could also cut the raised bump, making it easily infected. Keeping the area clean, and consulting a doctor if you are bothered by them or concerned is the optimal way to treat the issue. Good luck gentleman, I do not envy you having to deal with these issues. Just remember, and large lumps are always a reason to consult your doctor. No one knows better than you how your testicles should feel, and no doctor will fault you for concern about changes in them.
I also have had the little white bumps since around 13. The really small ones don't itch and don't hurt. About once a year one grows and itches and bothers me. I have since I was 13 when one becomes bothersome taken fingernail clippers and simply cut it open. The majority of the time I can squeeze the bulk of the white paste like substance out. Then take tweezers and pull the sack out. Hole heals up pretty quickly and all is right with my balls till another one becomes noticeable.

I have similar things on my penis Shaft!! And they dont hurt or anything.Just look like they have a harf seed inside.and after many days they pop themselves and a hard white seed like cheesy substance comes out..(still doesnt hurt) but that part pf skin never gwta smoothened out :( help

A good family practice doctor is just as effective and much cheaper than dermatologist to perform the same procedure. Their breadth of knowledge is also much wider than a dermatologist so if there's more to the situation than aesthetics they can help you. Also assuming the doctor is male is archaic. The medical field is rife with female doctors that are every bit as qualified. Studies have found women more effective than their male colleagues. My wife is a highly respected medical doctor so the misguided bias that good doctors are male and specialists like my wife should be the first stop for patients irritates me. Board certified family practice doctors are specialists. And good ones that are knowledgeable have and deep understanding of every speciality and know their limits. They should be able to treat the majority of conditions and refer what they can treat to the appropriate provider saving the patient time and providing a higher quality of care. My rant is over lmfao

In regards to the first two bumps, you can use a tweezers to pinch the scrotum skin and push the bump upward. Then use a sharp razor to cut most or all of it off. You may find a white, cartilage like substance just beneath the skin. The white substance has no nerves in it so cutting through it does not hurt, but you will want to pick, cut, or scrape this away. Taking a razor to your scrotum is kinda scary but this should almost be painless. Bandage and let heal. Let us know if that helps.
