It's a skin condition. Usually you get red and flaky skin.
It's common and seems to run in families.

like medic-dan said... it's a skin condition (dermatitis). it itches and starts out as bumps that eventually form a slightly hardened but very scaly rash, usually in a circular shape. if you visit the dermatologist he/she can write you a prescription to thiamcinolone acetonide cream which makes it go away in a few days to a week. i've got it and i'll tell you what.. it ITCHES! sometimes it feels good just to sit and scratch it until it bleeds a little (do not do that). the scar that it leaves is a lighter tone than the normal color of the skin. nothing serious.. just annoying! it's very similar to eczema.
