Unlike most items I found on the internet, my problem is a white substance on the whole head of the penis that washes of readily but keeps coming back. Washing with regular soap produces a mild pain that goes away in a short time, there are no other signs no discoloring or spots.

It sounds like it might be a yeast infection. They can happen to males and especially an uncircumcised male. It could also indicate a weakened immune system or possibly diabetes.
I'd suggest a visit to your doctor.
I've had diabetes for over 15 years, but this problem showed up recently!
Check with your doctor. Yeast infections are common, especially if your sugar is "off."
