  1. Nothing comes out because you are not producing anything yet.
  2. It starts flexing because you are having an orgasm.
  3. It hurts if you touch it because it is now sensitive.

It probably means your body is not ready yet. Boys start to ejaculate at different ages, just as girls start to menstruate at different ages (but usually at a younger age). It often starts within 2 years of puberty starting. If you haven't started to ejaculate by the time you are 17, then ask again

I'm 14 but whenever I get to "the point where you can't anymore" absolutely nothing happens and I only feel good.

I was 10-11 and nothing did then, but then all of sudden happened around year 7. everyone develops differently some Early some late nothing to worry about

Where did you find that very precise statistic? Were that the case, it would still mean that 20% don't start at 12 years old. That is 1 in 5.

The average age for starting puberty has been suggested as being 11½. That would make the average age for ejaculating semen to be about 13. However, this is only an average anyway.

Puberty in boys is considered normal if it starts as early as 9 or as late as 16. Hence, some boys, even though they are normal, will not be able to ejaculate until they are nearly 18, whereas some may start as young as 10.

I would need a more detailed description to have a chance of advising. Where are you from? What do you think might be the problem, or cause of it, to make you afraid to ask for a doctor's visit? A doctor can see the problem!
