There is nothing wrong with you with you some boys start puberty early and some a bit later than others and being 13 with no signs of puberty it is very common.
It will happen when your body is ready everyone grows and develops at different rates and times. It's hard to say when it will happen but everything you are concerned about will change as you go through puberty you just need a bit more time before it happens.
Try not to worry everything you described is normal for a boy your age that has not started puberty but soon enough things will start to change.

hi, my penis foreskin was attached with the head of my penis on the back edge of head. when i started masterbation i apply some lube and try stroke back and forth. after few weeks my penis foreskin was flexible and then it got detached one day when i was masterbating. and now its perfectly fine. no need for circumcision.
Okay so im 13 and i reckon your just a late bloomer of yanno what i mean.Totally normal. the skin attched to your head and foreskin is the frenulum.Its normal to have it tight.by that i mean hard to pull back the foreskin.Infact i have the same problem.Thats pretty much how i got here.I reccomend exercing your foreskin in the shower,by pulling it back as far as it can go before it hurts.Then hold it for 2 mins.Im doing this for my problems,and i definitely see impovement.So yeah totally normal you'll be fine.From your trusty 13 year old

Circumcision isn’t a good thing. You lose a lot of the feeling and pleasure you get from sex. If you can pull back your foreskin and be able to wash it, then it’s fine. I can’t pull mine back yet (I’m 15) but I’ve done research and I am able to wash it without much trouble. I’m expecting it to retract within the next few months or in a year or so.
It feels like my foreskin is to small when I’m aroused~ Anything will help

Most guys do pull it back it has to be done very slowly and you don't want to hurt yourself by pulling it back to hard.
It does help if you do it the bathtub it makes it easier.
