See a urologist. This is their area of expertise. It may be a blood flow problem and they can use an ultrasound to check that.

Definitely see a urologist. Viagra can help but if there are circulatory problems, it won't fix them.
Doppler ultrasound can test for bloodflow. If there are obstructions surgery may be able to correct them.
