bleeding from tiny surface prick on scrotum won't stop

I suffered for years with this condition, and always was able to stop the bleeding in a few minutes by applying a small piece of toilet paper on the bleeding spot, soaking the blood and living it alone until the blood would coagulate on it and finally stop the bleeding.
