Have you though about using anti-fungal creams and ointments?
It could be fungus you know. Antibiotics kill the friendly bacteria as well as the bad and this may lead to fungus overgrowth aka yeast infection. Yeast infection often causes dry skin, redness, peeling and similar reaction, and it could also cause burning and rash.
I would see a doctor if I were you just to be sure but it sounds to me like yeast and by taking antibiotics you are not helping yourself.
Clean foreskin area does make a difference and good hygiene is important in avoiding yeast but it could develop nevertheless.
Besides antibiotics use, there are other causes of yeast infections. It could be caught during a sexual intercourse and it is common in men with diabetes due to elevated blood sugar.
