I'm pretty sure it's not herpes considering i have been tested for that when i was pregnant recently and plus my husband doesn't have them. I also get them but its usually when i wait to shave and the hair gets tugged and pulled by my pants. I can always tell when i get them cause its starts to itch and those clear filled bumps show up in the hair after i shave. Best thing i have found for them is the external cream for vaginal infections it relieves the itching and it clears it away faster. I also make sure i pop them as soon as i can cause if not they stay longer.
Folliculitis
Folliculitis is an infection of the hair follicles, which are the small pouches in the skin from which hairs grow. Folliculitis can develop on any part of the body that has hair but is most common on the face, scalp, and areas rubbed by clothing, such as the thighs and groin.
The most common cause of folliculitis is bacteria. But it may also be caused by a fungus.
Folliculitis begins as a red, tender area at or near the base of one or more strands of hair. It usually looks like red pimples with a hair in the center of each one. The pimples may have pus in them, and they oftenitch or burn.
Mild folliculitis usually heals on its own in about 2 weeks. Oral antibiotics or antifungal medicines usually work to clear up deeper, more severe infections.

This happened to me and I used alovera to treat the itching and they started to go away. I apply allovera and neosporin about three times a day and it has been working well.
If you do that it might really burn if they are blisters. Lotion in open cuts is generally very painful. Alovera might be a good alternative.
This sounds like folliculitis. I have gotten this a few times, and had to go to the doctor for antibiotics, which cleared it up. I too was scared to death the first time they appeared, and they were so painful and itchy-it was a nightmare! If you only have 1 or 2, hot compresses and loose clothing and washing with antibacterial soap regularly can help. IF however, you have several, go to doctor asap to get on an antibiotic like Bactrim. It will take a few days to really start working, so the sooner the better to head off a really nasty infection that can spread to your bladder. Good luck! I feel for you....
