A period is not an absolute guarantee of non-pregnancy, (some people have had periods throughout their pregnancy) but with your circumstances it is extremely unlikely you could be pregnant. There was never much chance anyway.
I would consider it a certainty.
The chances are she won't get pregnant, but you have not indicated whether it happened at a fertile time.

- What date is her next period due?
- How was that date calculated?
If it happened at a fertile time, then possibly. But you have not provided any dates.

You have not given any period data, but if your cycle is always (at least) 28 days, then with your period starting 8 Feb, 16 Feb probably wasn't a fertile day. That would indicate ovulation no earlier than 22 Feb, giving a fertile time of 17-22 Feb at the earliest. If you ovulated a day earlier (21 Feb), then your fertile time would probably have been 16-21 Feb.
Nevertheless, to get pregnant, sperm has to actually enter your vagina at a fertile time. So, even if there were pre-cum, it would have to get on his knee, and then from there find a way into your vagina - and sperm only swim.
