I don't have my period. I started having discharge recently, and it is clear and stretchy. Some articles I am reading says it means I am ovulating. Is it possible?

In order to get a period you must ovulate first. The clear stretchy discharge normally comes a couple of days leading up to you ovulation in order to help sperm swim to your egg. You may also feel very light cramping when you ovulate. So yes, it may indicate you are about to ovulate and if you do you should get a period a couple of weeks later.
Worth remembering that at your age, your periods could be irregular even after they start.
