Do NOT retract his foreskin. It is NOT supposed to retract at his age. You will injure him if you do. The inner layer of the foreskin in young boys is fused with the glans penis underneath. It cannot retract unless you rip it loose. Moreover the tip of the penis usually is too narrow to permit retraction.
The rule is "only clean what is seen." Just wash the outside of the penis as you would wash a finger.
Let the child retract the foreskin for himself when he is old enough.
Is anyone suggesting cleaning under eye lids as well? Adults pulling back skin on babies penises is instinctively wrong to me. Trust in natural body development, if it doesn't retract, don't force it what is the rush. . The boy/man will learn to care for his body as he explores it himself. As the mother of a son I respect him and care for him by allowing him to learn to care for himself while I provide information and a safe environment.

My sons pediatrician told me when bathing my son to wash his penis, don't pull the skin back for the first year and then pull back just as far as it will go and clean. My son is now five and im freaking out because I can see a little part of his head and it looks like his foreskin is stuck to the rest. Im seeing ADHESION a lot in past posts, so im thinking it will retract the rest of the way when it will????? It's scary because it looks like the skin will not retract ever and I don't want to put him through any pain in his future.
Your doctor gave your mother very bad advice. I am glad that you turned out OK despite the mistreatment.

Baby boys are born with the inner surface of the foreskin FUSED with the glans penis. This is NORMAL. It is NOT an ADHESION, which is something different.
The fusion can last as long as 18 years. Do not worry. The fusion will spontaneously disintegrate with increasing maturity and allow the foreskin to retract. The average age of first foreskin retraction is 10.4 years of age.
Your pediatrician gave you bad advice about washing. It is NOT necessary to retract his foreskin and wash. Urine is a sterile liquid and will flush out his foreskin every time he urinates.
