dry,itchy and swollen lips

I normally have dry lips but Vaseline helps to ease it. However, it's getting worst now. My lips are so dry, itchy, and swollen at the upper and lower of my lips. I’ve try every method/ seen a doctor and it doesn't give any effect at all. How do I get rid of it.? Someone helps me. It’s really painful and I’m so sad. Sometimes I cry when it hurts too much. :'(:'(:'(:'(:'(
