I think if you are uncircumsised, then you most definately have frenulum breve, which is when the frenulum (the strand of skin that connects the forskin to the head of the penis ) is too short and so means that one canot pull back the foreskin,

I'm 15 and I recently noticed that my foreskin is attached to the head of my penis, right under the urethra. The piece of flesh that connects the two is a very deep red and is very sensitive, should I be worried?
Also, I have a problem with smegma, and my head is very sensitive so I have some trouble with cleaning it, any advice?

I had this problem, it had started to become itchy underneath it so one day i just ripped it off.... Hurt like hell for a couple of days but after that healed up and is perfectly normal now :) (this was about 4 years ago now)

Are you saying you can't pull your foreskin back so your head is uncovered because that strip of skin is stopping it? That's very common and it's only a problem if you don't like it that way. For many of us that strip of skin gets torn during sex or masturbation and it's no longer in the way. If it bothers you, you can have a doctor cut it when you are ready.
OR, are you saying your foreskin doesn't cover your head completely and the part that's not covered hurts when it's touched?
The problem of your head hurting when it's touched is also normal. The only way to get over that is to allow it to get touched a lot until it's not as sensitive.

over the last2-3 months i've realised i can't pull my foreskin back. called Phimosis or something, and in the last month or so i've noticed as i've gradually been able to pull it back a 3rd/ a 1/4 of the way (whilst flaccid) that there is a piece of red skin sort of sticking from the foreskin to the tip of my penis head. I've heard that this is normal but i've also heard that it is meant to be weared away by now natuarally ( im 16 in 4 months )
and when i try to forcibly pull my foreskin back i can pull quite a bit more than i used to.. i'd say a quarter or a bit more of the way down, but the side where the skin is attaching to the head only pulls down a little bit, and when i pull m foreskin down slightly i can see the string-like skin. i certainly dont want circumcison and i'm not thknking of going to a doctor yet, but i've tried pulling it back gradually under hot water in the bath and i'ts got loser slightly, but because of the red skin attaching i can't really pull it anymore further? what do you suggest?

i got the same thing, i can pull one side of the foreskin down halfway, but cause of this string-like skin it won't go any further, it's attatched near the slit where you ejaculate out off aswell so i don't know how im supposed to pull it off without extreme pain or it ripping in the middle or something
