its a raash thats just really annoying. and sometimes it gets so much and when i scratch one area, all other areas begin to itch... and it gets really painful.. im definitely sure its not std bcos i've never had sex.. so please any one.. reply

It could be a fungal infection, like jock itch, but between your scrotum and thighs. Yes, it can happen. It a nice warm and moist environment.
You could try some Lotrimin, the same stuff you'd use for jock itch.
If it continues or gets worse see your doctor.
