Usually once a normal and healthy penis larger grows in puberty it won't shrink in size again except in extreme cold and then only temporarily, and then returns to its normal size after a normal temperature is reached.
It sounds like your penis is working good since you can masturbate and ejaculate like you normally do. I would see a Dr. and get your penis checked for any problems and why it would ever shrink.
