im 17 18 in October 2017 my penis haven't grown atall or very little. It's about 4 inches erect and 1 - 1.5 soft it's about 1 inch in circumference thinking of seeing a doctor for a penis enlargement pill not sure any help ?

Average erect for an adult male is 5.1". Your penis can grow into your early 20's. Girth often comes later.
There is no such thing as a penis enlargement pill - that works.
So nothing can fix the size of it ?
Surgery can get you about an inch. It will be more "floppy" though as they cut the muscles that support the penis.
