hi honey! 1st the biggest question is "COULD it be an STI"? IF not I want you to Google "Penis Fordyce Spots" See if this looks like what you have! IF it doesn't it is probably either a zit (clogged pore), a large Sebaceous Gland, an ingrown hair! Google Image each of these to see if it looks like any of them!
If you've never had skin to skin contact then it's probably not an STD but the facts that it popped up in the exact same place as before is worrisome. If it's on the head or shaft then I suggest you go to the doctor and have it checked out, even if its just at your next check up. If it's not on the head or shaft then it could be an ingrown hair and not a pimple. If you're not really old enough to go to the doctor alone or uncomfortable asking your parents I'd ask your school nurse or a coach.
