I have a similar problem that just came on unexpectedly after years of not having any issues. Two years ago I woke up my scrotum was itching and my skin was flaking. My scrotum got so dry and cracked that it was actually having long cracks in the skin that seem to follow the creases and would bleed. Sometimes after I would scrub the dead skin off my skin underneath would get red irritated and weep to the point where I would have to pack paper towels on both sides of my scrotum because it was so wet. It seems to cycle in a way it starts out by getting very dry then it starts to crack then it starts to itch and then it starts to weep and do it all over again. I went to the doctor to dermatologist they checked me for STDs and treated me for a fungal infection but it never went away and I haven't been back to any doctor since. At one point I was getting that same dry rash on my eyelids on the inside of my butt cheeks and on the inside of my legs.
