my scrotum swelling up

I am 27, Most recently, I noticed a lump on the very bottom area of my scrotum that didn't hurt or bother much, over the next day it seemed to become itchy as if a rash was developing and following by my scrotum swelling up. The bump doesn't seem to show any different color to the rest of the scrotum but the swollen area seems red-ish.

I am not sexually active at all, I don't recall it lasting much longer than a few days now, is there anything recommended for this? Is this a serious issue? At this point it's mostly the rash feeling causing serious discomfort when sitting down, the swelling seems to cause minor if any issues at all when walking around.
