Hello I am 15 about to turn 16 in a few weeks. About a month ago I began stretching my foreskin. Currently I am able to stretch my foreskin to the brim of my penis. But I noticed a week ago that at the bottom left side of my penis head that there is a small piece of skin holding the brim of my penis head and my foreskin together. The right side is able to retract past the head of my penis but not the left side being that the small skin is holding them together and I know it's not my frenulum.  Everytime i pull the small skin it would hurt a lot. I'm not sure what to do. Would it go away if I keep trying to stretch it? Will it eventually tear and could that be a method instead of getting surgery? Idk what to do please help.

It's a fairly common problem. 

As the foreskin separates from the glans sometimes there are areas where the skin doesn't separate.  Normal erections will help it to separate in time. 

If it doesn't separate on its own a simple office procedure, done by a urologist, can "fix" it.  Be careful of tearing or cutting it yourself, it may scar.

Keep working on pulling your foreskin back.  Give it a few months or so and see what happens.
