okay so im 16 years old and im turning 17 soon and my penis is 14 cm long hair grows up around it and my balls are not so small and when i mastrubate semen goes out its white so doeas that mean i fully hited puberty or not yet ? 14 cm is about 5.5". Average erect for an adult male is 5.1" so you are bigger than average.
You are still developing and will until your early 20's or so.
Puberty is a point in time, not a period of time. It's when you first become capable of reproduction - that's it.
But i feel its so small for a 16 year old boy others are way more bigger in penis size !!
