Ok so basically its attached to the tip/midway down on the head, and when i pull my forksin back its tight but not painfull, also i can only get my foreskin down just below my head, hardly any shaft is this normal or what?

There are a lot of variation in how the foreskin is attached, how tight, how painful, how loose, how long, etc....

You didn't say how old you were, so it's hard to tell if you've finished growing yet.
If you're 13, I'd say you've got time yet. If you're 36, that's another matter.
