Well it seems to me to be environmental you should see if your area does chemtrails or other major chances around you. I get this to and my area get theses whatever their doing. These rashes started after these things took place. But just do your research more towards environment changes. We might just be sensitive then others.
I have had the same symptoms. I was using Dove Body wash. I stopped using it and my eyes have almost completely cleared up. I noticed after a shower my skin would be very itchy. That has stopped as well.

My fiancé and I have both had this very same thing on and off for about a year now. The rash is typically the worst in the corner of both eyes and on our eye lids, with the small red bumps sometimes extending down to the top of our cheek bones. He had more severe flare ups than I, went to urgent care and was given a steroid cream which when used everyday kept it at bay. Last week I went to a dermatologist to finally get an answer who diagnosed it as
PERIORIAL DERMATITIS.
As it turns out, steroids make this condition worse (only appear to treat it when used everyday without actually curing it). As soon as we stopped using the steroid cream, the rash grew to be worse than ever. She said that all steroid creams should be discontinued & prescribed the oral antibiotic DOXYCYCLINE.
Luoride, sodium lauryl sulfate, tartar-control ingredients and cinnamon flavoring in your toothpaste and/or an allergic reaction to Dust mites may be causing or aggravating your condition. In addition to the oral antibiotic, keeping the area moisturized (with a natural cream free of petrolatum, paraffin, isopropyl myristate and sodium lauryl sulfate) should help speed up the process as well.

Sounds like you have herpes simplex type 1. Similar to a cold sore, re-occurs and can not be permanently cured. It is common to affect the eyes with the exact symptoms you describe, if you suffer from cold sores this is probably 99.9% the cause.
So far out of all the stories I've read, it seems like what I am experiencing maybe closest to your story! I have had one reoccurring spot under only one of my eyes, that gets a little swollen and red randomly and only last for a few days. There are no side effects other than minor itching but it looks like I got punched in the face. I'm just going to see a doctor about it and they're kind of the befuddled as well. They prescribed me on some steroids to see if it helps but until then if it comes back I have to go see a dermatologist or optometrist. I hope that this is relatable and hopefully the steroids help. But I'm starting to think maybe I have "Periodical dermatitis" as well.

I have been reading all of these posts, however they are a year old. I too have a rash all over my eyes (worse on the left) and can not get rid of it for six months now. My Dermatologist prescribed Elidel but the insurance wouldn't pay for it; I would pay out of pocket I'm so desperate but it's $400. Started off with steroids, which keep it at bay, but when I stop using it, the rash immediately comes back. I am sooooo frustrated. They had me try Tacrolimus but it burned so bad I couldn't stand it. How are your eyes now, this is a year later.
This sounds like candida if yogurt is working.
I have it no Dr can tell me what it is. I've seen 3. I did find athletes foot cream works. 2-3 times a day and it should clear up in a few days. I get it every other month or so.
Your answer seemed most thorough I have a rash around both eyes started on left then right for about a year addicted to steriroid creams how have you managed it for the last year I am at my wits end
Thank you I now know I'm on the right track as this is the third time I've had this sand paper eye lids and face I took antihistamines and as my face felt burnt I used burn aid which helped a lot now just dry I suspect eye drops caused it although other things I must watch eg:- hair colour and night shade plants as tomato season here and love potatoes

Try going completely gluten-free. It will help.
I have some luck with antiviral creams and oral medication. But as soon as I stop, it returns.
