There is something sick within religions that enforce Genital Mutilation of males, just as the Patriarchal societies who enforce Female Genital Mutilation on their daughter to render them "marriageable" as they won't get any sexual pleasures from marriage and, hence, unlikely to "stray" like a chattel cow or camel.
Fixing a foreskin that won't withdraw due to adhesions holding the inside of the foreskin to the glans of the penis can be fixed with cortisone or dichlophenic ointment; the ointment is spread and massaged into the outer skin, and any inner skin that can be exposed by partial pulling back of the foreskin; if the ointment can be induced under the foreskin where there are no adhesions, it can be massaged into the inner skin and glans of the penis, encouraging the foreskin to detach and then enable it to be pulled back.
I fully agree that soaking in a warm/hot bath for some time, encouraging the foreskin to come soft and more easily manipulated, is a good idea, but it should be followed immediately with the application of the ointment.

It is not absolutely necessary to have a foreskin that will retract. A few men live their entire lives with a non-retractable foreskin. They can masturbate, have penetrative sex, get married, and father children with a foreskin that does not retract. Some believe that a penis with a tight foreskin is more sensitive and that sex is better. However, most men prefer to make their foreskin retractable.
It depends on just how tight your foreskin is. If it is really tight and absolutely won't retract, then you can have penetrative sex without pain. On the other hand, if it just a little bit tight, then it is likely to be forced back during sex and that will hurt because it is tight.

Yes, a non-retractable foreskin does help you to last longer because it protects the nerves in the corona of the glans from direct stimulation. When the corona is exposed during sex, the nerves can become hyper-stimulated and this triggers ejaculation. That can't happen to you.

The correct name for the cheese is smegma, which is a Greek word for soap. Smegma
Smegma is a natural, normal, harmless, and healthy substance. It is a mixture of exfoliated skin and skin oils. Smegma collects under the foreskin. It is normally white in color.
It can get irritating if it stays for a long time without being washed away, so it is good practice to wash under the foreskin periodically.
Accumulated smegma may get hardened and difficult to remove if it stays a long time such as under a foreskin that is not retracted. Olive oil has been recommended for softening and removing hardened smegma.

Until your foreskin becomes retractable, you can wash out the smegma without retracting.
Washing
It is really easy to painlessly clean out your foreskin without retracting it. Here are two ways:
1. Urine is a sterile substance when it leaves the body so it is an excellent washing agent. Pinch the tip of your foreskin shut when you pee. Let the urine fill up your foreskin. You will see your foreskin balloon because of the urine inside. Then release the tip and all of the urine inside your foreskin will come gushing out and clean out whatever is inside. This is best done in the shower as it tends to be messy.

2. Get a rubber bulb ear syringe from a drug store, pharmacy, or chemist’s shop. These are designed to squirt warm water into ear canals to clean them out. They also work great for cleaning out foreskins. Fill the ear syringe with warm (not hot) water and then insert the tip of the syringe into your foreskin. Then squeeze the bulb and a jet of warm water will squirt into your foreskin and clean out whatever is inside.
If your foreskin is wide enough to pass over the head, it will go back until stopped by the frenulum.
