It is likely skin tags and possibly one may be your frenulum. It depends upon how "tight" your circumcision was. We can't tell without an exam - do NOT post any pics.
The frenulum is normal. Google it. Skin tags are too. They usually go away by themselves by the time you reach 16 or so.
