Sorry to say, but there is nothing you can do to help promote facial hair. Try shaving what little if any that you do have and hope that it will come in courser and spread out.
There are many men who have tried in vane to grow a beard, and have just resolved themselves to the fact that they will have a baby face, which is not a bad thing.
I prefer a smooth and soft face on a man, but that's just one opinion.

bbfeet9 is right. Man. I have a patchy beard that's the worst looking thing ever if I let it grow out. I hate it. But you gotta keep it shaved because it looks worse otherwise. Trust me! Does that help at all?

Do you have other indications of having reached puberty such as pubic hair, underarm hair, etc.?
Not much you can do, I assume you are a light fair haired man, not got any chest hair or much hair on your pubes or legs etc, I have seen MANY men like that, don;t worry, one thing about that is that it saves you money not buying razor blades.
